Your CLP is encouraged to consider submitting a Contemporary Motion to this year’s Labour Party Annual Conference and to also consider submitting Reference Back proposals.

Please put forward, for consideration in your CLP, one of the model Contemporary Motions, attached here as a Word document and here as a PDF file.

Please also put forward, for consideration in your CLP, the model Reference Back to the National Policy Forum (NPF) Report, attached here as a Word document and here as a PDF file.

The Labour Together policy agenda pursued by Starmer has inflicted huge damage on our Party’s standing. Now we have Andy Burnham as our Leader, we need to reset our policies so that our Party can succeed. Submitting Contemporary Motions and Reference Backs to Conference will assist the discussion our Party currently needs.

The recommended contemporary motions (attached) are on the following issues:
a) It is a cost of living priority – Revoke permission for the US to bomb Iran from British bases;
b) The Government must act on Israel’s ongoing atrocities against Palestinians;
c) Workplaces need legal maximum working temperatures;
d) More action is needed to build council housing; and
e) An NHS that passes the Makerfield Test.

The deadline for CLPs to submit Contemporary Motions and Reference Backs for Annual Conference is 5pm Thursday 17th September.

A CLP can submit one Contemporary Motion (or a Rule Change) plus it may submit one Reference Back per policy commission up to a maximum of four Reference Backs in total.

Given how damaging to our Party the Starmer government’s policies have been, Party members are encouraged to download the NPF report here and identify areas of policy in the report that need to be referred back for further consideration. Your CLP should be asked to raise these issues in the form of the Reference Backs your CLP submits to Conference.
